What is Mudad?

Established as part of the National Transformation Programme 2020, Mudad is a digital payroll and compliance platform developed by the Ministry of Human Resources and Social Development in Saudi Arabia. It plays a crucial role in supporting the Kingdom’s Wage Protection System by ensuring that salary payments are processed accurately, on time, and in line with local labour regulations.

The system is specifically designed to support small and medium-sized enterprises by streamlining payroll management and ensuring regulatory compliance.

How Mudad Supports Payroll Accuracy and Government Integration

The platform integrates with key government bodies such as the General Organisation for Social Insurance (GOSI) and financial institutions, allowing businesses to manage salaries in a centralised way.

Employers submit their payroll data through Mudad, which is then cross-checked with GOSI records to confirm the accuracy of employee information. This process not only reduces administrative burdens but also helps businesses maintain up-to-date wage records.

Ensuring Transparency and Simplifying Compliance for SMEs

Mudad also includes a function to detect payroll violations. If any discrepancies are identified, the platform notifies the relevant employee, who can then respond to the employer’s explanation. This process encourages transparency between employers and employees.

The system is designed to make compliance with labour regulations more manageable, particularly for SMEs that may not have extensive administrative resources. By directly linking with banks and government agencies, Mudad reduces reliance on separate tools or manual processes, making salary management more straightforward and efficient.

Mudad is an online platform designed to help businesses comply with the Wage Protection System (WPS) in Saudi Arabia. The Mudad system includes several key features that support businesses in meeting Wage Protection System requirements in Saudi Arabia, such as:

Wage Protection System Compliance

Mudad plays a central role in supporting the Wage Protection System in Saudi Arabia. It ensures that employees are paid accurately and on time, in accordance with Saudi labour laws.

By verifying payroll data against official records, the system helps reduce errors and promote transparency in salary disbursements.

Payroll Management

The platform simplifies the payroll process for businesses, tiny and medium-sized enterprises. Employers can prepare and submit payroll files through Mudad to help ensure that salaries are processed correctly and meet documentation requirements.

This reduces administrative workload and helps maintain accurate and compliant payroll records.

Compliance Tracking

Mudad enables employers to identify and address any payroll discrepancies promptly, responding to concerns raised by employees. If a salary payment does not align with reported data, employees are notified and can submit feedback, allowing businesses to provide justifications or make corrections.

This helps maintain accountability and supports the timely resolution of payroll issues.

Integration with Key Entities

Mudad connects directly with national institutions, including the General Organisation for Social Insurance (GOSI), the Ministry of Human Resources and Social Development (MHRSD), and banks.

This integration ensures that payroll data is automatically shared across platforms, helping reduce inconsistencies and supporting regulatory compliance.

Recent Updates and Compliance Tips

Recent Updates and Compliance Tips

In 2025, Saudi Arabia updated its payroll compliance procedures by reducing the wage file upload period in the Mudad system from 60 days to 30 days. This change encourages more timely payroll reporting and aligns with ongoing efforts to support transparency in employment practices.

By requiring earlier submission, it helps ensure that employees are paid accurately and on time, in line with the standards outlined by the Wage Protection System (WPS).

It also promotes more transparent accountability between:

  • Employers
  • Employees
  • Regulatory bodies

Adapting to Recent Changes in Saudi Labour Law

In addition to the shortened timeline, Mudad has been updated to reflect recent amendments to Saudi labour law.

These changes aim to:

  • Clarify employer obligations
  • Reinforce salary transparency
  • Support more structured workplace practices

For employers, this means compliance depends on both timely submissions and accurate payroll records.

Staying Compliant with MHRSD Requirements

To remain in good standing with the Ministry of Human Resources and Social Development (MHRSD), businesses must prioritise regular payroll reporting through Mudad. Delays or errors in submissions can result in penalties, including fines or restrictions on company operations.

Employers should also use Mudad alongside platforms such as Qiwa to meet Saudisation targets and track HR compliance more effectively. Consistent use of these systems enables businesses to meet legal requirements, avoid disruptions, and maintain uninterrupted access to government services.
